Forget about renting trained recruiters or office staff from offshore RPOs, this is false advertising and never works long term.
Here are realistic ideas for creating your own Nearshore lower cost recruiting and office staff operation that you control.
1 - You are surely aware of HR companies in the USA such as ADP or Paychex. In this example you can hire people as long term loyal career employees through an HR company while on paper they are legally employed and payrolled by the HR company.
2 - Our company CEO (David Fogg) built and sold 2 staffing firms in the USA. He tried offshore companies in India and Philippines for lower cost recruiting and support staff. David canceled because these offshore services are terribly bad.
His solution was to research countries closer to USA and selected the Dominican Republic as the best country to form his own HR company to recruit and hire people as his nearshore/lower cost staff.
Why did David hire people from outside the USA? Because sometimes the reality is a company's budget cannot afford to hire the best A rated people. The impact can be not hiring anyone or hiring C & D rated people who may be more affordable but this causes other problems.
3 - David grew a team of 35 people A Player level people working remote from the DR for half the cost of comparable employees in the mainland USA.
He started people as recruiter trainees and groomed some over time to become full recruiters while using others as CLONES of his USA based recruiters. The recruiter clone idea is HUGE. Imagine a low cost assistant helping a USA based recruiter to double their daily candidate sourcing activity!
David also hired his personal assistant ( who he trained to handle all time consuming work ) accounting staff, new hire onboarding, payroll and social media marketing all worked remote from the DR for half the cost of the mainland USA.
Everyone used Teams video call with screen sharing to make communication the same as sitting next to each other in the same office.
4 - When David sold the staffing firms he kept the Dominican HR company. Today, you can use David's Dominican HR company as a shortcut to find, recruit, hire, payroll and create your own nearshore lower cost staff operation. It could be 1 person or build a team.
This is similar to your hiring people in the USA through HR companies like ADP except our HR company and people are in the Dominican Republic where the cost to hire is at least 50% less than in the mainland USA.
Having people work for you same as long term career employees is entirely different and a much smarter plan than renting people from offshore RPOs, call centers or virtual assistant firms.
There is a lot of talk about AI sourcers, recruiters and replacing other jobs. Well, so far people hang up on AI calls and AI emails and LinkedIn messages look too professional and are not personal so people ignore and delete.
If the reason for AI is to reduce cost it makes more sense to use HUMANs who can do the work from a lower cost location.
Recruiting is a Human thing and trying to replace humans with artificial AI has been causing more problems than it solves.

Human recruiters, candidate sourcers and others verses AI recruiting
There is a lot of hype out there about companies implementing AI recruiting, candidate sourcing and candidate handling systems.
1 – The main reasons to do this are eliminating humans to save money and to free up senior recruiters to have more time for hands on human to human recruiting.
2 – A few problems with this AI plan is most real humans HATE dealing with AI fake humans! Recruiting good people is similar to trying to catch a rare fish.
It takes a lot of work and the fish can easily spit out the hook and be GONE.
All it takes is one small mistake and a recruiter can lose a good candidate.
3 – As soon as intelligent and capable job candidates figure out they are communicating with AI and not a real person, this causes a vast number of the better job candidates to disengage, spit the hook and are GONE!
4 – Think of it, when you call the bank and an AI customer service voice tries to handle your call, you probably get angry and Yell at the phone (LOL). You will press 0 many times or ask the AI agent to transfer you to a customer support agent.
Imagine what happens when busy human job candidates are contacted by AI. This gets worse with candidates who are being cold recruited, like reaching out to them to LURE into considering a job. As soon as this type of "hunted" candidate notice it is AI contacting them, they are GONE!
5 – ChatGPT can do some very cool things but we are a long way off from AI being able to replicate a human to the level that actual humans accept this.

FYI, I am not with an offshore company. I work direct for the recruiting firm in New York through an HR payroll company. I fit in same as a career employee but for half the cost.
If the reason to use AI in recruiting is mostly to reduce costs I can 100% guarantee a majority of job candidates would prefer communicating with me verses an AI recruiter or candidate sourcer!
I can HOOK and Catch good job candidates while AI is much more likely to turn them off. Maybe you can consider people like me in the DR for your recruiting team rather than waste time and money with AI. For sure, you can use AI where it fits in the best, but human to human interaction such as recruiting and sourcing is not the place for AI.
